# Canon - Interpretive Governance

Interpretive Governance is the canonical public doctrinal surface for bounded interpretation, source precedence, response legitimacy, proof of fidelity, causal context, semantic-boundary separation, and interpretive observability.

## Public commitments

- Public doctrine constrains public interpretation.
- Public policy is not the complete governance package.
- Semantic proximity is not equivalence.
- Causal relevance is not proof.
- Intended consequence is not guarantee.
- Link relations govern discovery, not authorization.
- Metrics and ledgers are descriptive unless a specific response-legitimacy rule says otherwise.
- Unknowns must remain unknown.

## Non-disclosure boundary

This canon does not disclose private execution logic, calibrated thresholds, private datasets, client-specific procedures, or implementation tooling.
