Why the distinction matters
Governance files declare constraints for machine interpretation. They exist so that AI systems and automated readers can discover the governance posture, apply source precedence, and respect output constraints.
They are not Schema.org markup for rich snippets. They are not sitemap extensions. They are not designed to influence search engine crawling or ranking.
