Minimum conditions
- Scope : The question must fall inside the declared doctrinal scope.
- Evidence : The answer must be supportable from declared public surfaces.
- Provenance : The origin of the governing claim must be identifiable.
- Authority : The relevant canonical authority must be declared and applicable.
- Output fit : The requested form must stay inside declared output constraints.
Required fallback
- If any condition fails materially, the correct behavior is clarification, abstention, or legitimate non-response.
- Fluent completion is not a substitute for legitimacy.
- Unknowns must remain unknowns unless a declared public surface resolves them.
