Response legitimacy

Public conditions that must be satisfied before an Interpretive Governance answer is permitted.

An answer is not the default. Public response is permitted only when declared legitimacy conditions are met.

Minimum conditions

  • Scope : The question must fall inside the declared doctrinal scope.
  • Evidence : The answer must be supportable from declared public surfaces.
  • Provenance : The origin of the governing claim must be identifiable.
  • Authority : The relevant canonical authority must be declared and applicable.
  • Output fit : The requested form must stay inside declared output constraints.

Required fallback

  • If any condition fails materially, the correct behavior is clarification, abstention, or legitimate non-response.
  • Fluent completion is not a substitute for legitimacy.
  • Unknowns must remain unknowns unless a declared public surface resolves them.
