Minimum structure
- Declare the target surface and its role.
- Bind the surface to canonical terms and documents.
- State what may be inferred, what must be separated, and what must remain unknown.
- Publish machine-readable artifacts when the relationship must be discovered by agents.
- Validate links, routes, mirrors, and public policy references before deployment.
Failure condition
The framework fails when it creates an appearance of precision without a declared review scope or when it treats a discovery artifact as proof.
