A governance deployment is incomplete when it publishes only an AI policy or a narrow set of files. Interpretive Governance treats deployment completeness as part of public interpretive reliability.

Required scope

A complete package must expose the public policy, governance root, manifests, route maps, coherence maps, registries, identity, canon, claims, CCL artifacts, semantic-boundary artifacts, false-neighbor artifacts, discovery relations, sitemaps, robots directives, and validation evidence.

Deployment rule

The policy is not the package. The package is the coordinated set of human-readable and machine-readable surfaces that makes the policy discoverable, bounded, auditable, and hard to misread.
