This framework converts the doctrine into a public operating model. It remains non-operational: it declares structure, order, and audit requirements without exposing private tooling or calibrated thresholds.

Minimum structure

  1. Declare the target surface and its role.
  2. Bind the surface to canonical terms and documents.
  3. State what may be inferred, what must be separated, and what must remain unknown.
  4. Publish machine-readable artifacts when the relationship must be discovered by agents.
  5. Validate links, routes, mirrors, and public policy references before deployment.

Failure condition

The framework fails when it creates an appearance of precision without a declared review scope or when it treats a discovery artifact as proof.
