Causal Context Layer

Proposed doctrinal layer that declares the triggering situation, latent need, canonical surface, intended consequence, and forbidden derivations attached to a public content surface.

The Causal Context Layer, abbreviated CCL, prevents a machine reader from reducing a content surface to its apparent topic. It states why the surface becomes necessary and what kind of consequence it may legitimately support. CCL does not measure semantic proximity and does not create a transactional promise.
