Causal context

The situation, risk, symptom, constraint, or need-state that makes a content surface relevant before the service or doctrine is named directly.

Causal context is upstream from topic classification. It answers: what does this surface respond to, and why would a reader or system need it now? It is not the same thing as semantic similarity.
